An air quality assessment in London is a different animal from one almost anywhere else in the country. On top of the national framework, you're working within the London Plan, the GLA's Air Quality Neutral and Air Quality Positive policies, borough-wide Air Quality Management Areas, the Ultra Low Emission Zone, and a network of Air Quality Focus Areas marking the most polluted spots in the city. The London Plan changes the rules
The London Plan sets air quality requirements that go beyond the national position, and its policies apply across all 32 boroughs and the City. The headline expectation is that development should not worsen air quality and, ideally, should improve it. That principle flows into specific, measurable requirements that most applications outside London simply don't face. Understanding which London Plan policies apply to your site, and how your borough interprets them, is the foundation of a credible assessment in the capital.

Air Quality Neutral
Air Quality Neutral (AQN) is the policy that catches the most developers off guard. Under the London Plan, development is expected to be at least air quality neutral, meaning it should not lead to a net increase in emissions. The assessment works against two separate benchmarks:
- **Building emissions** from on-site energy and combustion plant, compared against a benchmark for the development type and size.
- **Transport emissions** from the vehicle trips the development generates, again compared against a benchmark.
If your scheme exceeds either benchmark, you'll need mitigation, and sometimes offsetting, to demonstrate neutrality. This is a technical calculation in its own right, and it's frequently required alongside the main assessment. Air Quality Positive
For larger and strategic developments, the bar rises again. Air Quality Positive (AQP) asks applicants not just to avoid harm but to actively improve local air quality and reduce exposure through the design and layout of the scheme. It's typically engaged for major and masterplan-scale proposals, and it's assessed early, influencing site layout, the positioning of habitable rooms, green infrastructure and movement strategy. If your development is large enough to fall under AQP, it needs to be considered from the design stage rather than bolted on at the end.

Air Quality Focus Areas and AQMAs
London's air quality geography matters enormously to your assessment. Every London borough has declared one or more Air Quality Management Areas, and in practice large parts of inner London are blanketed by them. Layered on top are Air Quality Focus Areas (AQFAs), locations the GLA has identified as having both high pollution and exceedances of the objectives alongside significant human exposure. A site in an AQFA is, by definition, somewhere air quality is already a serious concern, and an assessment there needs to take that head on.

ULEZ and the wider context
The Ultra Low Emission Zone now covers all of Greater London, and while ULEZ is a vehicle emissions scheme rather than a planning requirement, it forms part of the policy backdrop that frames how the GLA and boroughs think about transport emissions and air quality. An assessment that understands this context reads more convincingly to a case officer than one that treats London as if it were anywhere else.

Sensitive receptors, ventilation and mitigation
A great deal of London development happens on constrained sites close to busy roads, which raises the question of exposure for future occupants. Where homes, schools or care homes are proposed near heavily trafficked routes, the assessment has to consider the pollutant concentrations residents would experience and how the design responds. That often points to a ventilation strategy, positioning of habitable rooms and amenity space away from the worst of the pollution, and other mitigation. These measures are frequently the difference between a scheme that satisfies Environmental Health and one that draws an objection.

Major London developments, like major schemes elsewhere, generally require detailed dispersion modelling using ADMS, with local meteorological and traffic data, to predict concentrations at receptors.
