Flood Risk Assessment and SuDS Strategy — Dwelling Replacement in the Functional Floodplain, Datchet

We prepared a combined Flood Risk Assessment and SuDS Strategy for the replacement of an existing dwelling at Poplars, Southlea Road, Datchet — a Flood Zone 3b site in the functional floodplain of the non-tidal Thames, on behalf of Sukhdeep Singh. Fluvial, groundwater, sewer and artificial-source risks are all high; surface water risk is low. The design places all bedrooms at first floor with finished floor levels well above the minimum 300mm freeboard over the 1-in-100-year plus 35% climate change level, lays the building out so that floodwater passes through rather than around it, and constructs the ground floor in solid concrete with resilient finishes so it can be inundated and returned to use. Impermeable area increases from approximately 470m² to 670m², offset by attenuation and source control designed to the 1-in-100-year event with a 40% climate change allowance, and floodplain storage is increased relative to the existing building.

Replacing a Dwelling Where Floodwater Has to Go

Flood Zone 3b is where floodwater has to flow or be stored in a 1-in-20-year event. It is the most restrictive designation in the planning system and the presumption is against residential development. A replacement dwelling is nonetheless capable of being acceptable, because the comparison is not against a green field — it is against a building that already stands in the floodplain and, in most cases, does so badly.

That framing sets the test the design has to meet. It is not enough for the replacement to be no worse than the existing house. It has to be demonstrably better: more resilient for its occupants, and better for the floodplain in conveyance and storage terms.

The Site and the Proposals

We were appointed by Sukhdeep Singh to prepare a combined Flood Risk Assessment and SuDS Strategy for the replacement of the existing dwelling at Poplars, Southlea Road, Datchet, Slough, SL3 9DB, in the Royal Borough of Windsor and Maidenhead. The site lies within Flood Zone 3b, the functional floodplain, as identified on the Environment Agency Flood Map for Planning. The impermeable area increases from approximately 470m² to 670m², which the drainage strategy addresses.

The site sits on Southlea Road within the Thames floodplain south of Datchet, an area with a long recorded flood history and a well-documented mechanism: out-of-bank flow from the non-tidal Thames spreading across low-lying ground and remaining in place for days rather than hours.

Flood Risk Profile

Fluvial risk is high, consistent with the Flood Zone 3b designation. Groundwater risk is high, reflecting the permeable Thames valley gravels and their hydraulic connection to the river; in a flood event, groundwater emergence and fluvial inundation occur together rather than separately, and the ground floor cannot be protected against one while remaining exposed to the other. Sewer flooding risk is high, reflecting recorded incidents in the area and the tendency of the network to surcharge when receiving watercourses are in flood. Artificial-source risk is high, reflecting the reservoir breach inundation extent. Surface water risk is low.

Design Response

Three principles carry the scheme.

Sleeping accommodation above the flood level. All bedrooms are located at first floor, with finished floor levels set well above the minimum 300mm freeboard over the 1-in-100-year plus 35% climate change flood level. In the functional floodplain this is not a refinement — it is the basis on which the occupants can be shown to be safe.

Floodwater passes through, not around. The building is laid out so that floodwater can pass through it without being impeded, maintaining the floodplain's conveyance capacity. The replacement avoids impeding flood flow and increases floodplain storage compared with the existing building: a net gain rather than a neutral outcome, which is what a Flood Zone 3b proposal needs to demonstrate.

Resilient construction throughout. Floors are constructed in solid concrete with resilient finishes — moisture-resistant tiles, grout and plaster — so that the ground floor can be inundated, cleaned down and returned to use rather than rebuilt. Electrical services are raised and pipework sealed, and below-ground elements are constructed in waterproof concrete against the high groundwater rating.

Surface Water Management

Because the impermeable area increases from approximately 470m² to 670m², the SuDS strategy provides attenuation and source control sufficient to prevent any increase in peak surface water discharge, designed to the 1-in-100-year event with a 40% climate change allowance. Infiltration is not relied upon as the primary disposal route: with a high groundwater rating on Thames valley gravels, infiltration capacity cannot be assumed to be available in the conditions when the system is required to perform.

Warning and Evacuation

The occupants are directed to register with the Environment Agency Floodline warning service. On this reach of the non-tidal Thames the warning lead time is measured in hours, which is sufficient for a planned response provided the arrangements are set out in advance rather than improvised.

Outcome

The assessment demonstrated that the replacement dwelling will be materially more resilient to flooding than the existing building, that floodplain storage and conveyance are improved rather than diminished, and that flood risk to surrounding sites is not increased.
